USBC Local Association Bylaws

Bylaws of the Weirton USBC BA

City of Weirton, WV

Section 1. The association is formed for the purpose of uniting in a central organization all members of qualified bowling teams, leagues and affiliate individuals bowling in certified establishments located in the following cities which are within the area prescribed in Article 4, Items h and I of the USBC Constitution.

The following boundary lines have established for this association:

Life Members

Section 2. Life membership in this association may only be granted by the council of delegates. To be eligible for consideration, an individual must meet one or more of the following conditions:
President or Executive director who have served a full term of office, plus 10 years an an active director.
Any individual granted a life membership in this association as provided in Article 10 of the Local Association Constitution will be entitled to vote at meetings of the Board of Directors and Council of Delegates. (Note: When life members are granted voting rights, they are members of the board and must be counted toward a quorum.)
If a life member misses 3 or more consecutive meetings without an authorized excuse, the individual will lose voting privileges. To regain voting privileges, the individual must attend 3 or more consecutive meetings.

Board of Directors

Section 3. The association Board of Directors shall consist of a President, Vice President, Association Manager, and (12) twelve Directors.

Election

Section 4. The election of officers and directors shall:

1. The entire Board of Directors shall be elected by the Council of Delegates and this group shall elect the officers of the association from its own members.

2. The term of office shall be as follows:
President 2 years
Vice President 2 years
Association Manager 3 years
Directors 2 years

3. The officers and other members of the Board of Directors shall begin their term of office on August 1 following the Annual Meeting.

Section 5. The president shall appoint the following committees:
1. Audit (Mandatory)
2. Joint Inspection (Mandatory)
3. Tournament
4. Nominating

USBC Delegates

Section 6. The Board of Directors shall elect the delegates to the USBC Convention.

Average Record

Section 7. The association shall publish an annual average book with names listed alphabetical for all leagues. The cut off date for submitting league averages is June 1 for winter leagues and Sept 15th for summer leagues.

Annual Meeting

Section 8. The annual association meeting shall be held in June.

Salary and Expense

Section 9. The Board of Directors shall set salary of Association Manager. The delegates to the USBC Convention shall be allowed expenses set by the Board of Directors.

League Delegates

Section 10. Delegate representation for the association will be according to Article 11, Item k2, 251 to 750 members- there shall be one delegate for each league. Each delegate shall have one vote.
QUORUM: 25% of the delegates.'

Membership Dues

Section 11. Membership dues shall be as follows:

Per Player $10.00 (USBC Dues) $4.00 (Association Dues) Combined Dues $14.00

USBC dues paid in other association $4.00 (Association Dues) Combined Dues $4.00

A regular seasons individual membership card (issued for the season August 1 to July 31) is valid in summer leagues. The association will collect its proportion of dues from members of other associations who are members of leagues bowling their entire schedule on lanes certified by and within our jurisdiction.

Local Association Championship Tournament

Section 12.
1. The Board of Directors shall be responsible for conducting the association tournament.
2. The association shall conduct an annual championship tournament at the time to be decided by the Board of directors
